Woodrow Wilson, also the President at this time, issued an Executive Order during this time. He ordered for the Public Health Service to become apart of the military. This helped the PHS with recruiting officers. During the war, he prevented military troops from entering Europe. He did this to halt the spread of the disease. Lastly, Wilson helped to establish the Reserve Corps for the Public Health Service. This was to put in action whenever there was a national emergency. All in all, Wilson helped with the passing of laws that would help future endemics.
Leslie Lumsden was one of the first to develop rural sanitation. When he entered the Public Health Service in 1898, Lumsden worked to prevent typhoid endemics in rural areas across the United States. This was the base for other Public Service Officers which helped prevent other contagious endemics. Also during the endemic. Leslie published many series on ways to prevent the influenza.
General Surgeon Rupert Blue was the nation's top medical specialist and was the nation's Public Health Chief Officer. He helped publicize the dangerous effects of the Spanish Flu and ways to help prevent it. Through the Colgate Company, Blue ordered the printings of pamphlets called " Spanish Influenza" and "The Three Day Fever". All of these writings included ways to prevent and to correctly diagnosis the flu. During World War I,Blue also helped with informing military bases about this flu. He created many bulletins to be placed around military bases warning the effects of falsely diagnosing someone. Lastly, according to PBS," Blue summoned scores of doctors out of retirement.. Blue was able to enlist 250 additional doctors to aid the Public Health Service. "Overall, Rupert Blue was an important figure because he showed great care for his work and strived for the good of his people. He was the first to the powers of the Public Health Service to the max.
